Two-Year-Old Girl Gets £60 Fine For Littering Because Rules Are Rules

Wait... what?!

That's it, people. The world is over. We're at the point now where two-year-old girls are hardened criminals who litter the streets.

Or... maybe someone made a simple clerical error? Yeah, that makes more sense.

Harper Westover, an adorable little toddler, is now facing a $75 (around £60) fine after allegedly littering at the end of the alley by her home in Washington, USA.

Evidence included a letter a city worker found with a bag of rubbish in the alley with her name on it. Open and shut case really?

The letter in question was from Bucky's Buddies, a kids' club for fans of the University of Wisconsin at Madison. Yeah that sounds a bit weird doesn't it. Apparently her mum goes there though so it makes a bit more sense.

A letter with her mum's name on it was also found, and she too was slapped with a $75 fine. Which makes sense, really. So now Harper's mum, Theresa, is just looking to get rid of her daughter's fine.

She told Providence Journal: "The inspector's response was there was a piece of trash in the alley with Harper's name on it. I said, 'I understand that, but she's only two years old. Are you willing to rescind the ticket?' She said 'No,'

"They list Harper as a 'violator'. As a mom, it bothered me."

Theresa is adamant that no-one in the family is a litterbug.

She claims that a binman might have left one of the bags behind. After writing about the incident online, someone commented: "This is idiotic. What this is basically saying is that if a [U.S. Postal Service] worker accidentally dropped or purposely threw your mail on the ground, you are responsible for littering. Or if a thief stole a package and threw the packaging on the ground, or if the trash truck driver dropped some trash containing something with your name on it [you are liable]."

Fair point, random stranger.
