The President of the Philippines, Rodrigo Duterte, has hit back at Islamic terrorists who beheaded two Vietnamese men, taking a Hannibal Lecter type approach.

Duterte responded to the news that two sailors' bodies washed up on the island of Basilan last November, threatening to eat the livers of members of the terror group Abu Sayyaf.

"I will eat your liver if you want me to. Give me salt and vinegar and I will eat it raw in front of you," the president said in a speech to local officials, according to GMA.

It didn't stop there, however, with Murterte claiming that he'd in no way be "picky" about which body parts he'd eat, given the chance.

He added: "I will eat everything. I am not picky. I eat even what cannot be swallowed."

The two Vietnamese sailors who were reportedly beheaded were taken hostage by militants after they took control of a cargo ship in November.

Enraged by the news Duterte cursed the alleged attackers during his speech and even held up a picture of the remains of the two decapitated men to the crowd.

"You want to be enslaved by these? Son of a bitch. Let's just circumcise ourselves again," he reportedly said.

Abu Sayyaf are known for beheading victims when ransoms are not met, the New York Post reports, and this is not the first time President Duterte has had to deal with them. Nor is it the first time he's threatened to cannibalise them.

Last year, following a bombing in the city of Davao that killed 15 people and wounded 71, he sent a similar warning about eating them with salt and vinegar.

"If I have to face them, you know I can eat humans," he said at the time. "I will really open up your body. Just give me vinegar and salt, and I will eat you."

Vietnam's foreign ministry has called for extreme punishment to those responsible for the killings, saying that Abu Sayyaf is still holding 22 hostages, including eight other Vietnamese citizens, New York Post reports.
