Melbourne citizens protesting against the government's proposed pandemic legislation have dialled up their rhetoric in a very concerning way.

A group of anti-pandemic bill demonstrators have vowed to continue rallying outside the Victorian State Parliament all week.

Last night, however, there was a disturbing addition to their angry chants and signs.

Someone drove a hangman's gallows outside parliament. Hanging from the noose was a cross that read 'TREASON'.

The protestors laughed, cheered and chanted as they took photos of the confronting structure.

Then it turned ugly when someone placed an inflatable Daniel Andrews punching bag on the gallows, insinuating they wanted the Victorian Premier to hang for his leadership.

According to the Herald Sun, the protestors also chanted 'kill Dan Andrews' and 'hang Dan Andrews', just in case the imagery alone wasn't enough in conveying their discontent for the state leader.

The presence of the gallows has shocked Australians on social media, especially considering it's only been a few days since a structure holding nooses was carried during an anti-vaccine and anti-pandemic bill protest in Melbourne.

Animal Justice Party MP Andy Meddick has called on Opposition leader Mathew Guy to condemn the scenes and pull any of his MPs who were in attendance into line.

"It's time to step up, or stand down...to 100 per cent renounce the violent rhetoric, to condemn in no uncertain terms the threats of violence, or rape and death to my colleagues, my friends," Mr Meddick said.

"He has not publicly condemned the members of his party who have stood next to neo-Nazis, conspiracy theorists and merchants of hate."

The state government's proposed pandemic bill will overtake the current state of emergency powers and would change the way it is allowed to declare and manage a pandemic.

Opponents of the legislation are concerned it will give the Premier too much power over their citizens, even though rules would have to be approved by an independent panel.

Daniel Andrews announced yesterday (November 15) he would be making changes to the bill after hearing people's concerns.

"The bill is filled with safeguards, oversight mechanisms, that far exceed any other state I think, perhaps any other country," he said.
