Victoria has upped the ante in the bid to discourage people from breaking rules related to Stage 3 and 4 lockdown.

Premier Daniel Andrews has increased the on-the-spot fine given to people found not self-isolating when they're meant to from $1,652 to $4,957.

"If you are supposed to be at home and you are not then you face the prospect of a fine of up to $5,000," Mr Andrews said at a press conference.

"If there were particularly selfish behaviour, like for instance going to work when you have the virus, then there is the alternative pathway and that is of course taking you to the Magistrates' Court where the maximum penalty that can be applied to you is $20,000."

It comes as the state records another 429 new coronavirus cases and 11 deaths since yesterday.

Mr Andrews also revealed that Defence personnel have door knocked a whopping 3,000 homes to ensure they are staying inside after being ordered to self-isolate. Out of that number, a jaw-dropping 800 didn't answer the door.

Those cases have been referred to Victoria Police, however the Andrews government wants to make sure people have even less of an incentive to leave their home without a valid excuse.

"We want people to be where they are supposed to be, because that is how we will get past this," he said. "You will need to stay in your home, or on your property. Fresh air at the front door. Fresh air in your front yard or backyard, or opening a window."

He said it's completely unacceptable that people aren't answering the door when they're meant to be at home.
