Chief Supt Greenwood, who is married and was 38 at the time of the alleged affair, was also suspended while West Yorkshire.
Police’s Professional Standards Directorate conducted an investigation into the alleged relationship.
Chief Supt Greenwood, from Bingley, West Yorkshire, had been a serving officer on the force for almost 20 years, and is the Bradford District Commander.
PC Howard remains suspended, but it has now been reported by The Sun that the alleged relationship between Greenwood and the probationary officer was only exposed after anti-corruption police officers began looking into Howarth's links with a drugs boss.
