The Victorian Premier has come out swinging after being criticised by the Federal Treasurer.

Daniel Andrews has faced criticism from politicians, citizens, doctors and others for keeping Melbourne locked down to prevent the spread of the coronavirus.

Restrictions were eased at 11.59pm last night and Melburnians are now allowed to travel up to 25km from their home. They're also able to meet up with more people outside, as long as it's for a specific reason.

Even though the road back to normality seems a lot closer now for residents, it hasn't stopped the criticisms of Andrews' policy.

Josh Frydenberg said on Sky News this morning: "Daniel Andrews doesn't get to decide who is for Victoria. This sounds like a desperate distraction from a Premier under real pressure. There has been a lot of legitimate criticism made of Victoria's handling of this crisis.

The Treasurer accused Andrews of having a 'callous indifference' in regards to 'the loss of jobs and to the plight of small business' and added that his 'bloody-mindedness is unforgivable'.

Mr Andrews has since hit back, saying at his daily press conference: "It's all about the politics with this bloke, isn't it? That's all he does, he is not a leader, he is just a Liberal.

"All he does is play politics, every day, and I just don't think that is fair, and I don't think that's right, and I think Victorians are sick of it.

"I would have thought I would not have to convince them that Victorians are Australians as well. I said last week I will start calling this out, and I am. You can't be [out] there playing these political games, running this political commentary and expecting that everyone in Victoria is just going to let it slide.

"It is not helpful, it does not keep anyone safe and it doesn't get the numbers down."

Victoria has recorded four new cases of coronavirus and one death in the last 24 hours.

In addition to the expanded 25km radius limit, people won't be subject to time limits on exercising or socialising outside anymore, you'll be able to have outdoor gatherings of up to 10 people from two households and you'll be able to hit up tennis courts, skate parks and golf courses.

Restrictions have also been lifted on some business areas, with hairdressers, real estate auctions (maximum of 10 people), pools, mobile and home pet grooming as well as outdoor photography all permitted to reopen and continue.

Allied health services are allowed to get back up and running and people can have non-essential outdoor home maintenance and repairs done.
