Scott Morison has fought back tears while speaking about the parliament sex scandal that has rocked Canberra.

A whistleblower has come forward to reveal several Liberal Party staffers have filmed themselves performing lewd sex acts in Australia's political heartland.

One worker has been immediately sacked after he took a photo of himself masturbating over a female MP's desk.

The leaker also explained how a prayer and meditation room inside parliament is often used for sex and that sex workers have been brought in to pleasure Coalition staff.

The Prime Minister has been shocked by the revelation and has fronted the media to express his horror at the information.

Mr Morrison became emotional when he was talking about how the women in his life have helped him understand issues pertaining to them.

He came under fire when former Liberal staffer Brittany Higgins came forward with an allegation that she was sexually assaulted in a Minister's office.

The Prime Minister said talking to his wife Jenny helped put Ms Higgins' claim into perspective because she asked Mr Morrison to think of it like it was one of their daughters that went through that.

Many were surprised by the admission and wondered why he needed his wife to explain that.

It also comes off the back of other sexual assault, rape and inappropriate behaviour allegations in the Canberra bubble that have been a massive national conversation this month.

But he's come out swinging against his critics and declared that he wants Parliament to be a safe place for women to work.

"Criticise me if you like for speaking about my daughters, but they are the centre of my life,'' he said.

"My wife is the centre of my life. My mother, my widowed mother is the centre of my life. They motivate me every day on this issue. They have motivated me my entire life, they have taught me the values and the faith that sustains me every single day in this job.

"Which is why I am here, I owe them everything. And to them I say to you girls, I will not let you down.

"To the many other women who are in this place, who have shared their stories with me, I thank you for your feedback, your honesty, your support, your counsel, and your courage.

"I know there are plenty of women who work in this building today, whether they be members or senators, investors, shadow ministers, staff, journalists, who say 'Why should I bother? Why should I bother? Why should I not just walk away?'

"There has never been a more important time for women to stand in this place. I want to see more women in this place, I have done anything to get more women in this place and I intend to do more.

"I have put more women in my cabinet than any other Prime Minister has before, and I look forward to doing more. I need women to stand with me."

He has vowed to 'get the House in order' because women have had to put up with this 'crap' for far too long.
